I didn’t read the story, but I disagree with the tactic of anything beyond respectful conversation during a meal. But folks can do “citizen lobbying” and approach and converse, or even sit at the neighboring table and hold up a message. I think having to be available to the public is part of being a public servant. But I think the respectful approach, besides being more ethical, is also more effective in several ways.

Back when the Vogtle reactor expansion was proposed I wrote the PSC and my state reps opposing it. My reason was history proved that GA Power and the Southern Co. could not manage a project like this. I stated that since there were no safe guards in the contracts it would go way over budget and not be completed on time just like the last reactor project. What did the PSC do, passed it anyway. To make it more of an insult to GA citizens they allowed rate payers to be charged in advanced for it. I guess you could take 27 billion in cash and burn it to start up one of the coal power plant boilers. It might start up one of the steam generators for a few minutes. Now after 27 billion has been spent politicians are clamoring to shut it down. Give me a break. Put on your big boy pants and finish it because it is the only way anyone will see any return on the 27 billion already spent. Then write laws to stop allowing this kind of atrocity to happen again or this kind of history will be repeated again and again and again….
Because I don’t know, can someone tell me how these cost over runs are allowed on something like this or any gov’t project? Cost over runs that double or triple the original price of projects? Why should this be allowed as “the cost” of doing business? Seriously…
Because GP’s lobbying and campaign contributions allowed them to get a contract that deferred all the risk away from them onto rate payers.
To answer on the most basic level, all the risk of changes and adjustments to the work is embedded in the contract, and yes, having ratepayers pay the costs means GP is less accountable. Again, not my area of expertise, but when there are cost over-runs that are disproportionate to the size of the project and the known risks, it appears that the initial publicized costs were intentionally low-balled to make the deal more politically palatable. I imagine there may be info out there about this?
To expand on this for Norway
First it’s not a government project, it is government regulated as all reactors are, and it has some funding by federal loans which have a define set of building and inspection regs and standards depending on which cabinet level budget funds the loans. The owners are the three power companies. They would have a construction firm/owner contract, even if Southern Company is the main contractor since the other owners are not. Think of it as a huge public private project.
A contract can be a estimate or bid price allowing full change orders, or it can be a turn Key with caped price. Either could also have time limits and over schedule penalties added in. Every construction contract regardless of type will have different areas with unforeseen condition clauses, like bad soils, acts of God and or war, a contracted suppler going out of business, legal fees to place liens on said supplier, a federally mandated change in material use, finding the last know pair of UGA birds have a nest where spent rod storage pools go , ect. These are allowable change orders in any contract. A cap contract would force you to reduce the scope of work or materials to keep it to cost out side unforeseen issues or the owner allows it because they want the higher end material or additional area. With a build as highly regulated as a reactor, a cap contract is not possible in most cases since you can’t switch out mandatory safety related materials or reduce size of a recator. So the contractor is going to start charging the owner changer orders for stuff like, change in material costs, change in federally required local pay scales (Davis Bacon), upgrading security, it’s taco Tuesday for the crew (if they can justify it as a necessary change of course), ect…
I would bet they scoped this as a design/build to get it approved as fast as they did. I’m guessing the plans for secondary structures, civil work not involved in the running of the reactor and ground security packages were most likely not developed, just a projected cost per SF or unit (using 2009 pricing naturally -which were artificially low due to the crash).
Most large scale complex builds run over budget if they can’t cut costs through scope and size. You just don’t hear about it if it’s not owned by public tax collecting entity, requires some sort of access to a publically regulated right of way (like all the warehouse and the train lines integration into the ports or a regulated utility.
Gives you a whole new respect for the contractors that fixed the collapsed i-85 bridge
That was T & M “get it done”, using known design and units, unit price & labor plus 7% of cost, with a scaled time bonus.
Yes, ratepayers get stuck with the bill while Southern Co. shareholders get dividends and stock value goes up. Shareholders of a publicly traded co. should shoulder most of these costs, not the poor consumers who were sold ‘cheaper, reliable, environmentally friendly’ electricity.

There has been a mess with the contractors on that job too. I think the original contractor was fired due to the delays and overruns, then Westinghouse took over, then they hired a couple other companies to help them manage it all, then Westinghouse went bankrupt, so I think one or both of the other contractors took over.

Plus, there were extra protests and lawsuits because this was approved shortly after the Fukishima disaster and many wanted to try to make sure this design was safe.
The project will be finished and a nice 11th hour letter from the DOE saying “the $6B in federal loans will need to be repaid promptly if the project is abandoned” sure did help to get those muni’s on board. A little push from the eye-glasses wearing former Gov of Texas sure helped to move things along.
For all of bluster conservatives and Republicans give about being fiscally responsible and economic stewards, they will ALWAYS be SO MUCH EASIER to “lobby” than Democrats.
You can try to blame this on Republicans if you want but when Hatch and Vogtle were built in the 70’s with the same mismanagement and overruns guess who was in power in Georgia. Yes, that would be the Democrats. All Republicans can be blamed for on this is being just as stupid as Democrats.
Many (if not most) Dems back then were actually Republicans in all but name who didn’t have the courage to associate themselves with the party of Lincoln. They were called Blue Dog Democrats. It wasn’t until 130 years after The Late Unpleasantness that they began to change their affiliation. But whatever Party they were in, they were always conservative.

The first estimate for the project was less than $7B. It was up to nearly $15B when it was authorized for construction. My recollection is that according to a RAND corporation study the average cost overrun for nuclear plant construction is 150% , so if this project is average, it’s going to top out at over $36B.

Raleigh, at this point approximately $15B, not $27B has been spent. Cost to complete using your figure is $12B more (or over $20B more if this is ultimately an average project). Is it worth it to spend $12B, your figure, to complete?

Consider the most recent activity. Last year Southern Company said it would cost over $10B more and that cost to complete was under control in order to obtain PSC approval. There were no guarantees on the total cost. Then only couple of months later said oops, we missed another $2.2B. Not exactly a rounding error.

Southern Company’s generosity was they would absorb $700M of that, which as I pointed out in a comment on another thread, amounts to one year’s interest on a $30B investment.

It’s an easy call. Plug the plug unless the cost to be recovered from ratepayers is capped. Because there’s absolutely nothing in the record to indicate costs will not continue to balloon.
Not my figures. I was totally against it to start with but now that 27 B has been flushed down the drain if you stop it that money is a total waste. The only way you could ever recop anything is to suck it up and finish it.

Using their misprojections to date to project into the future, they spent 80% of the budget to learn they needed 80% more. At that rate when they’ve spent over $20B we’ll be told it’ll take another $8B ($35B total) to complete.
This whole thing was a waste from the start but in for a penny, in for a pound. If you spend 35B to finish it you will start to get a return on your investment even if it never fully makes back 35b. If you stop it your 27B is just gone. All it boils down too is how much blood are you going to lose…At lease with a finished reactor it can put some of it back..
People would be at the Capitol with pitchforks if we spent $27B on alternative energy development.
Kudos to the Macon Volunteer Clinic. Our state government should be trying to make this a reality in every county in Georgia rather than be an impediment.
For the list of essential ingredients for southern cooking I would add:
1. Cornmeal- for baking and frying.
2. Duke Mayonnaise – tomato sandwiches
3. Grits
4. Pecans
5. Smoked ham hocks or country ham- especially for greens in the fall and winter.
I try to keep buttermilk on hand but I rarely use more than half a half-quart in a week so it seems like a waste of money.
I would also suggest some chili powder or cayenne pepper for seasoning.

Maybe somebody told her that hundreds have already testified to his integrity, and just last week 75+ women gathered in support of Judge Kavanaugh. Ford named multiple people she said were present for her accused behavior, yet all those named have testified under penalty of felony that it didn’t happen! Even before President Trump’s election, hatred had begun to emerge on the American left—counterintuitively, as an assertion of guilelessness and moral superiority. At the Women’s March in Washington the weekend after Mr. Trump’s inauguration, the pop star Madonna said, “I have thought an awful lot of blowing up the White House.” Here hatred was a vanity, a braggadocio meant to signal her innocence of the sort of evil that, in her mind, the White House represented. (She later said the comment was “taken wildly out of context.”)
For many on the left a hateful anti-Americanism has become a self-congratulatory lifestyle. “America was never that great,” New York Gov. Andrew Cuomo recently said. For radical groups like Black Lives Matter, hatred of America is a theme of identity, a display of racial pride.
For other leftists, hate is a license. Conservative speakers can be shouted down, even assaulted, on university campuses. Republican officials can be harassed in restaurants, in the street, in front of their homes. Certain leaders of the left—Rep. Maxine Waters comes to mind—are self-appointed practitioners of hate, urging their followers to think of hatred as power itself.
How did the American left—conceived to bring more compassion and justice to the world—become so given to hate? It began in the 1960s, when America finally accepted that slavery and segregation were profound moral failings. That acceptance changed America forever. It imposed a new moral imperative: America would have to show itself redeemed of these immoralities in order to stand as a legitimate democracy.
The genius of the left in the ’60s was simply to perceive the new moral imperative, and then to identify itself with it. Thus the labor of redeeming the nation from its immoral past would fall on the left. This is how the left put itself in charge of America’s moral legitimacy. The left, not the right—not conservatism—would set the terms of this legitimacy and deliver America from shame to decency.
This bestowed enormous political and cultural power on the American left, and led to the greatest array of government-sponsored social programs in history—at an expense, by some estimates, of more than $22 trillion. But for the left to wield this power, there had to be a great menace to fight against—a tenacious menace that kept America uncertain of its legitimacy, afraid for its good name.
This amounted to a formula for power: The greater the menace to the nation’s moral legitimacy, the more power redounded to the left. And the ’60s handed the left a laundry list of menaces to be defeated. If racism was necessarily at the top of the list, it was quickly followed by a litany of bigotries ending in “ism” and “phobia.”
The left had important achievements. It did rescue America from an unsustainable moral illegitimacy. It also established the great menace of racism as America’s most intolerable disgrace. But the left’s success has plunged it into its greatest crisis since the ’60s. The Achilles’ heel of the left has been its dependence on menace for power. Think of all the things it can ask for in the name of fighting menaces like “systemic racism” and “structural inequality.” But what happens when the evils that menace us begin to fade, and then keep fading?
It is undeniable that America has achieved since the ’60s one of the greatest moral evolutions ever. That is a profound problem for the left, whose existence is threatened by the diminishment of racial oppression. The left’s unspoken terror is that racism is no longer menacing enough to support its own power. The great crisis for the left today—the source of its angst and hatefulness—is its own encroaching obsolescence. Today the left looks to be slowly dying from lack of racial menace.
A single white-on-black shooting in Ferguson, Mo., four years ago resulted in a prolonged media blitz and the involvement of the president of the United States. In that same four-year period, thousands of black-on-black shootings took place in Chicago, hometown of the then-president, yet they inspired very little media coverage and no serious presidential commentary.
White-on-black shootings evoke America’s history of racism and so carry an iconic payload of menace. Black-on-black shootings carry no such payload, although they are truly menacing to the black community. They evoke only despair. And the left gets power from fighting white evil, not black despair.
Today’s left lacks worthy menaces to fight. It is driven to find a replacement for racism, some sweeping historical wrongdoing that morally empowers those who oppose it. (Climate change?) Failing this, only hatred is left.
Hatred is a transformative power. It can make the innocuous into the menacing. So it has become a weapon of choice. The left has used hate to transform President Trump into a symbol of the new racism, not a flawed president but a systemic evil. And he must be opposed as one opposes racism, with a scorched-earth absolutism.
For Martin Luther King Jr., hatred was not necessary as a means to power. The actual details of oppression were enough. Power came to him because he rejected hate as a method of resisting menace. He called on blacks not to be defined by what menaced them. Today, because menace provides moral empowerment, blacks and their ostensible allies indulge in it. The menace of black victimization becomes the unarguable truth of the black identity. And here we are again, forever victims.
Yet the left is still stalked by obsolescence. There is simply not enough menace to service its demands for power. The voices that speak for the left have never been less convincing. It is hard for people to see the menace that drives millionaire football players to kneel before the flag. And then there is the failure of virtually every program the left has ever espoused—welfare, public housing, school busing, affirmative action, diversity programs, and so on.
For the American left today, the indulgence in hate is a death rattle.

I just watched his speech with NO media people talking over him and telling us what happened. I saw and heard for myself. When he said this administration has accomplished more in less than 2 years than any other in US, someone can be heard commenting from the audience saying “Yes, MAGA” — which caused POTUS to turn and smile at him (like he does when people speak out at his rallies). Prez Trump laughed and said “I didn’t expect that!”, to which the audience joined him in laughing — it was a self-effacing moment of graciousness, and obviously appreciated by his colleagues in the UN. He then continued his address.
He was well-received both there in the hall, as well as at the formal lunch where he toasted the other nations’ leaders and the UN. But I’ll bet that won’t be reported by the haters in the MSM. Thanks DTM for giving us that WSJ article today; it is so true and puts this whole venemous mess into perspective. I guess anybody who wants truth has to hunt for un-narrated footage of POTUS Trump to ever get reality. As for the “last minute” thing, it’s clear that Mitch McConnell and Co. didn’t address it earlier despite their knowledge either. There was, in the hearing, some vague questions intended to obviate the issue, but it was clear they knew and did nothing. So dereliction of duty to fully disclose there. It was not just Feinstein’s job.
But even if you say, well, she was the opposition party, so it was just her job, you can go one of two ways. The first was that she was reluctant to disclose as she struggled with the accuser’s wish to not disclose. That’s fair.
The second possibility is that it was brazenly political. In other words, they wanted (want) to delay the hearings– arguably until after the midterms.
And to that, I would also say: So What? We gonna cry about politics now?
It’s the minority party’s way to invoke the Biden rule, as adopted and endorsed by McConnell.
It’s politics, and if you’re gonna whine and cry about things like this, you’re gonna be whining and crying a lot.
The most important thing is get things done right. And getting things done right means upholding the proper ethical and legal standards.

Yes. It was the exact same person. They were using the same email address and almost identical IP address. All of the comments made were removed. Our IT guy is looking into it.
Lawton, I give you a thousand thanks. I’m still gone, though. If it happened today, it might happen in the future with bad comments that might be attributed to me. Many thanks to folks like Ellynn, B and Balance and even Andrew. We basically politically hated each other but as I’ve said in the past, if you ever actually needed something I would have been there in real life. Let’s see what happens in November but I will not be there on election night. Hope Matt won’t be too disappointed.

Hey, Lawton! Pleeeeez fix my log-in, or wherever the problem is. I’ve not been receiving notifications of responses for a very long time, even though I checked the box beneath my comments requesting that.
Now I don’t even have the boxes beneath my comments, which used to be right above the red “Add Comment” until a couple of days ago! Will you please figure out what is wrong with my account/linkage, and make it work again? The only way I ever know is to keep refreshing and checking the recent comments at the top of the web page.

How can giving a tattoo not be a license to publicize it? It’s not like LeBron can remove the tattoos when he gets a picture taken.
But video games could be different. And the tattoo artist- if they didn’t– should have been smarter and had a contract that required that they at least get mentioned in the credits or something.
